By Marcelo Pedalino MAASIN CITY (PIA) -- The local chief executive in this progressive capital city of Southern Leyte bannered among his accomplishments the benefits enjoyed by the people working at the city hall, boosting their morale, and lifting their hopes for job security.
In his 5th State of the City Address (SOCA) delivered Monday, March 27, at the provincial colesium, Mayor Nacional Mercado said that last year, 59 personnel were promoted to permanent status, 139 got casual appointments, and 293 were hired as job order workers..
This was on top of giving birthday cash incentives to 156 permanent and casual employees, loyalty incentive bonus to 23 permanent employees, and service recognition awards to 30 permanent and casual employees.
What’s more, Mercado, now on his last term as city mayor, shared that CNA in the amount of P25,000 were received by all regulars and casuals, P5,000 as cash gifts, Service Recognition Incentive (SRI) at P20,000 per year, and gratuity bonus to hired job order workers.
The latest in a row of interventions for personnel welfare was equally valuable with monetary value, for it involved a helping hand to pass the Civil Service Examinations by offering a free review in close coordination with the mentors at the Southern Leyte State University – Maasin City Campus (SLSU-MCC).
“We care for our employees,” Mercado declared.
At the press conference with local media right after the SOCA, when asked what he considered his greatest legacy, Mercado replied without second thought that it was to see to it that the manpower in his yard move up the promotion ladder, especially the dedicated and passionate ones.
In the early part of the two-and-a-half hour SOCA which was interrupted by more than a dozen resounding applause, Mercado mentioned the recovery programs implemented following the devasting impact of Typhoon Odette, as well as the long-term shot at the continuing rehabilitation efforts.
Also detailed were achievements in the field of infrastructure, agriculture, public health, the local economy, and other programs spelled out in the governance agenda, “Nacional-on-Wheels,” that were aligned with the Sustainable Development Goals of the United Nations.
On forward-looking developments, Mercado zeroed in on a functional Maasin airport with more than a billion funds now being funneled to extend the runway, construct a fire station and a tower, in which work on these projects has been ongoing.
The fifth SOCA was attended by provincial officials led by Gov. Damian Mercado, First District Representative Luz Mercado, heads of agencies, private sector representatives, Punong Barangays and Sanguniang Kabataan leaders of the city’s 70-strong barangays.
The SOCA was also embedded during the 40th regular session of the 9th Sangguniang Panlunsod led by Vice Mayor Maloney Samaco, the presiding officer, with all city councilors present. (LDL/MMP/PIA Southern Leyte)
