Crime prevention blends with economic, social services, says PRO-8 chief

CATARMAN, Northern Samar (PIA) -- The function on preventing crime must be integrated with governance agenda on basic social services as a way to fight the ills affecting the community, the chief of the Police regiona Office in Eastern Visayas said.


“Crime prevention should be fused with economic and social services, for without these two components we cannot address the root causes of criminality and insurgency,” said PBGen. Vincent Calanoga, PRO-8 regional director .


This was just one of his noteworthy messages as he shared his thoughts and learnings before stakeholders and his personnel during his first visit to Northern Samar PNP command on June 27-28.


Calanoga said that respect to human rights is not the sole obligation of PNP and Armed Forces, emphasizing that if anyone has a human rights obligation and does not perform what is expected, a violation was committed.


“The local chief executives has the responsibility in ensuring peace, safety and development in the community and the police are there to support the plans and programs of the local government. The local elected officials are the chief human rights advocate in every locality, their roles are on the delivery of civil, political, economic, social and cultural rights, that is why our laws are focused on different human rights services, such as livelihood, housing, health, education and those are the things that are needed by the people in the community,” Calanoga said.


“In terms of peace and order, the police and armed forces are there but the requirements of a peaceful and harmonious community come with contentment and happiness, and there could only be contentment and happiness in the absence of poverty, ignorance, social injustice and morality, and we have to strengthen every Filipino Family," Calanoga further said.


During the meet and greet event with stakeholders, Calanoga presented certificate of appreciation to PNP partners and turned over two motorized banca, two units of motorcycle, four computer sets received by Capul and San Vicente Mayors intended for their respective local police unit.


The event was followed by RD’s audience with the 26 rebel returnees or peacebuilders which he handed over his personal financial assistance.


He expressed his gratitude to the peacebuilders for the trust given to PNP which led to their surrender and he congratulated them for making the big step in choosing to live a peaceful life, a new life.


In response, two peacebuilders voiced their sentiments and convey their gratitude for helping them go back to the fold of law.


Aside from the meet and greet with partners and stakeholders and his audience with peacebuilders, Calanoga's visit graced and attended the blessing and inauguration of NSPPO Covered Court, MOA signing of lot donation for the Catarman Municipal Police Station, a talk to police officers, turnover of logistical and office equipment, command conference and courtesy call with the 803rd Brigade Commander and other provincial leaders of Northern Samar.
