NAVAL, Biliran -- The Department of Public Works and Highways - Biliran District Engineering Office (DPWH-DEO) led by Engr. Ferdinand A. Briones, district engineer, other top officials, and technical personnel attended a symposium on fire safety requirements.
The gathering, spearheaded by the Bureau of Fire Protection (BFP) provincial office, was held at Biliran Province State University (BIPSu) on March 24.
It was aimed to harmonize the process flow and documentary requirements in building constructions for private and government-owned establishments, as well as the pre-requisites on the issuance of building and occupancy permit.
Among the participants were municipal building officials, members of the Philippine Institute of Civil Engineer (PICE) Biliran Chapter, Contractors Association Biliran, Biliran Electrician Association, Naval Electrician Association.
Also present were personnel of the Biliran Electric Cooperative (BILECO), Chamber of Commerce, Municipal Fire Marshals, Biliran Province State University (BiPSU), Fire Safety Enforcement Section, Department of the Interior and Local Governance (DILG), and Engr. Supremo Victor D. Sabitana, chief of construction section of DPWH-Biliran.
Engr. Karl Philip O. Canoy, one of the speakers, talked on the standards in processing building permit application, highlighting the permits and clearances of DPWH projects that contractors should secure.
District Engineer Briones gave inputs on the said topic and clarified various issues and concerns from the participants.
Meanwhile, Engr. Paciencia J. Apolinar, building inspector of the Office of the Building Official of Naval discussed the standards in securing building permits and certificate of occupancy and process flow of issuance of clearances and certificates.
Municipal Local Government Operations Officer Dexter C. Narrido of the municipality of Naval elaborated R.A. 11052 or the Ease of Doing Business and Efficient Government Sservice Delivery Act of 2018.
Fire Code Administrative Fines was discussed by FO3 Manelyn B. Apacible, chief of the Fire Protection Branch - Biliran while SFO2 Carlo D. Queipo Jr., chief of the Fire Prevention Section, Kawayan Fire Station discussed on fire safety requirements/issuance of Fire Safety Evaluation Clearance (FSEC) and Fire Safety Inspection Certificate (FSIC) Flowchart and the salient features of the R.A. 9514 Revised Implementing Rules and Regulations.
The said symposium was part of the Fire Prevention Month activitiy of the Bureau of Fire Protection (BFP) - Biliran Provincial Office initiated by Sinsp. Zardoz V. Abela, acting provincial fire director.
